[Lnc-business] Request for direction from Chair - Bylaws issue

If we have not appointed them by the deadline, then we are late, but that's
not a reason not to appoint them now.  The power to appoint doesn't
disappear because it was not exercised in time, since the LNC is still in a
term and has not adjourned (as happened with the convention and the
judicial committee).
