[Lnc-business] LPIN member omitted from the Bylaws Committee Ballot

Joe's application was in the Platform packet and not in the Bylaw 
packet.  In fact, I asked him in a FB message on October 15th if he 
really wanted to be on the Platform Committee and he said "Yes".  If he 
had caught the mistake then and had said he had applied for the Bylaws 
Committee we could have fixed the problem.
