[Lnc-business] Notice for Policy Manual Budget Motion

The Policy Manual Section 2.03, Subsection 3 - Budget (page 31) in part
says, "No budget shall be submitted to the LNC for approval that exceeds
110% of the actual revenue over the immediate past 12 months prior to
the date of the budget approval." 

With a convention, ballot access expenses, and higher general interest
in politics, the revenues and expenses during Presidential-election
years are quite different from odd-numbered years, and mid-term years
are somewhat in between them. 

At the meeting, either during the Treasurer Report or as New Business, I
will be moving to amend this paragraph to read: 

No budget for an odd-numbered year shall be submitted to the LNC for
approval that exceeds 110% of the actual revenue of the most previous
odd-numbered year. No budget for a Presidential-election year shall be
submitted to the LNC for approval that exceeds 110% of the actual
revenue of the most previous Presidential-election year. No budget for a
Presidential-midterm year shall be submitted to the LNC for approval
that exceeds 110% of the actual revenue of the most previous
Presidential-midterm year.
