[Lnc-business] Ballots etc

When CA made its appointment last weekend, they appointed me to the
alternate seat knowing that I was applying for a voting position on the
LNC. There were no other nominees for alternate, and I suggested that they
could instead wait to see whether I obtained a voting seat by LNC
appointment, and then if not, they could come back with an email ballot to
name an alternate. They opted to just go ahead and name an alternate at
that time for simplicity knowing that I might later resign. As I realized
later, they had been told the appointment deadline was sooner than it was,
so I do not know whether that timing factored into their decision to go
ahead and fill the slot that day.
I do not know those already appointed by the other states.
