Richard, just having the sustaining membership counts gives you enough to
do the regional formation calculations. Just add up the sustaining members
in the region and divide by 14,443, which is the total number of sustaining
members (14,514) minus the 71 in the "other" category not associated with
any particular affiliate because they're outside the U.S. or didn't give an
address).
For the current configuration of Region 1, just add (conveniently grabbing
the states from your email signature):
69 - AK
338 - AZ
501 - CO
51 - HI
118 - KS
63 - MT
147 - NM
174 - OR
119 - UT
476 - WA
42 - WY
Total sustaining members in region: 2,098
Divide by 14,443
Result: 14.526%
This is the most precise method anyway, as there is no interim rounding
when adding whole numbers, then dividing by a whole number, so it
completely avoids any potential rounding problems.
