>From what I read, the District Attorney could not prove that the girls
were forced, coerced, or defrauded into prostitution, which was required
under New York law for a trafficking conviction, so he turned the case
over to the feds. Under Federal law, underage teens cannot consent to
sex, so Corley was charged and convicted in federal court. 

It appears that Corley filed civil rights lawsuits. Google Corley v.
Vance.
