[Lnc-business] Ruling of the chair

Mr. Phillips while I generally love getting lathered you, I don’t think
your interpretation is fair.  There can be no ruling of the chair when
there is no live motion.  No one co-sponsored Mr. Smith’s motion.  I had
indicated that I would object and ask for a ruling of the chair but I could
not do so until it was a live motion.  There was plenty of time for it to
be co-sponsored yet it wasn’t.  So Mr Sarwark was fully within his rights
and he did wait to see if the motion would go live.  If he didn’t wait a
bit of time, I would be pretty steamed but he did.
