[Lnc-business] Policy Manual Amendment - Electronic Mail Ballots

I request ten minutes on the agenda to amend the Electronic Mail Ballots
section of the Policy Manual. Someone on a YouTube channel realized
something was lacking in the Policy Manual. Won't say who she was, but
it looked like both co-hosts had huge binders they were going through.
Neither the Policy Manual nor the Bylaws give a time limit when the
Secretary must post an electronic mail ballot. It's technically possible
for a Secretary to pocket veto a ballot by never submitting it to the
LNC list. This wording is, of course, open for wordsmithing.
Amend Section 1.04, subsection 1) Electronic Mail Ballots, by appending
the first sentence with:
within three (3) days of the question being submitted by the chair or
cosponsored by a sufficient number of LNC members.
The sentence would then read:
Notification of an electronic mail ballot shall be made by the Secretary
by electronic mail within three (3) days of the question being submitted
by the chair or cosponsored by a sufficient number of LNC members.
