Umm Sam? Perhaps you want to read that list again and see how many of those things will be actions taken at convention that could result in a JC jurisdiction issue? Sorry, but I can't quite figure out where the lack of a JC is going to affect any resolution to this situation.  Where would the JC have any jurisdiction per their Bylaws set possible courses of action:

The subject matter jurisdiction of the Judicial Committee is limited to consideration of only thosematters expressly identified as follows:a. suspension of affiliate parties (Article 5, Section 6),b. suspension of officers (Article 6, Section 7),c. suspension of National Committee members-at-large (Article 7,
 Section 5),d. voiding of National Committee decisions (Article 7, Section 12),e. challenges to platform planks (Rule 5, Section 7),f. challenges to Resolutions (Rule 6, Section 2), andg. suspension of Presidential and Vice-Presidential candidates (Article 14, Section 5).

The only possible scenario I can envision is if the LNC decides to reappoint itself in the event we can't have a convention due to government mandate and Section 2d might pertain.

The delegates in convention can do pretty much whatever they want within the bound of the Bylaws and Roberts.  We have had Bylaws and/or Convention Rules that take effect immediately, the change to Approval Voting for At Large and JC at
 Columbus that turned into a major fiasco, for instance.

ARTICLE 17: AMENDMENT1. These Bylaws may be amended by a 2/3 vote of the delegates at any Regular Convention.2. Article 3, Section 1, or this Section, shall not be amended by a vote of less than 7/8 of allregistered delegates at a Regular Convention.
