[Lnc-business] Call for an Electronic Meeting

This one does not suffer from the exact same defect.  The criticism for the
prior one was because it did not even specify a date for the meeting, and
late in the process it was said the meeting would be called for 10 days
following the yet-to-be-determined-date that the final sponsor joined, and
then when the final person joined the notice of the meeting was instead for
a date 12 days following.

The email from Sam for this meeting specified all the details that it was
possible to specify, including the date.  When the electronic meeting rules
were originally written, Adobe Connect was the only meeting software
approved, and we used the same fixed URL every time so that it was possible
for those requesting a meeting to include the link to the proposed
meeting.  When you requested rule amendments to also allow Zoom, the rule
about including the link apparently should have also been updated since
Zoom does not give meeting sponsors the ability to know the link until the
secretary schedules it.
