[Lnc-business] Potential temporary policy manual change

I thought that the LNC most likely will be voting May 2 on how to 
proceed with the convention. It will be less than three weeks before the 
convention, and we owe it to the delegates to make a decision with 
whatever information we have at that time, so they can 
make/cancel/change/keep their travel plans.
