[Lnc-business] Informing delegates

Some time ago I had an email conversation with Susan Hogarth and Emily
Salvette about the Credentials Committee strongly encouraging that delegate
email addresses be provided by state chairs so we could better manage
contingencies. I think they have been doing their best to get what we
can. Also, I believe that when a delegate purchases a package, the email
field is required so that we can provide them further communication about
the package like receipts, etc. So we probably have it in LPHQ records for
all package purchasers anyway. But a non-trivial percentage of delegates
don't buy any package at all, and those are the ones we'll really need the
state chairs to provide for us.
