[Lnc-business] Informing delegates

I have heard from one state chair stating that some delegates are refusing
citing privacy and no bylaws requirement.  The last time I was on bylaws I
proposed this but it didn't make it out of committee.  I would hope this
current bylaws committee would take that up.
