[Lnc-business] COC Report update

Joe,
I'm of the opinion that it would be up to the Region that has appointed
that person to a delegate spot if he/she is allowed to vote for their
Regional Rep and also for that person's home Region. The LNC has never,
to my knowledge, tried to dictate how the Regions pick their delegates
or how they function internally.
