Below are my comments on v2 of the February LNC meeting minutes:
p. 12, regarding motion 200201-2, a portion of the motion is missing, as it
also required that the distribution of the prize be made "within 10 days of
the winner being declared."
p. 13, the first motion arising during the EPCC report was moved by Mr.
Hagan, rather than by Dr. Lark, though the motion was proposed in the EPCC
report. Mr. Hagan moved the first motion from the report, but Dr. Lark
read the text aloud, which may have resulted in the confusion about who the
mover was.
p. 13, regarding the substitute motion for that EPCC motion, Mr.
Bishop-Henchman drafted the motion as an alternative, however I believe Mr.
Goldstein moved it.
p. 15, the Goldstein substitute motion to rename the IT Committee is
missing a word, should begin with "The Libertarian PARTY Information
Technology Committee will..." Then you likely intended to capitalize the
word "Information" in the new name.
p. 15, regarding Mr. Nekhaila's motion to also make other conforming
changes to rename the IT Committee, the minutes phrase it as an amendment
to add words to the end of the motion, which would make the motion read,
"The Libertarian Party Information Technology Committee will henceforth be
known as the Libertarian Party Information Services Committee with any
necessary conforming changes made to the Policy Manual." There was some
informal vocabulary selection here on the fly, and perhaps the intent is
better phrased as "...as the Libertarian Party Information Services
Committee, and any necessary conforming changes to the Policy Manual are
authorized."
p. 17-22, when I sent the list of policy manual changes to the LNC, I had
indexed them to the version you sent with your initial proposals, and it
appears you updated the page/line numbers somewhat as I see many of them
shifted by a few lines, but those are often not the line numbers in the
version in the appendix. The listed page/lines get them close to the right
point plus or minus a few lines. For future readers, it needs to be
explained that the x/y notations refer to page x and line y, as that's not
immediately obvious.
p. 23, regarding the Hagan amendment at the top of the page, the phrase
"moved to amend to state 'or the Vice Chair'" isn't very clear about where
it goes. Perhaps say to replace the struck phrase with, "or the Vice
Chair." The as-amended version below that point does show it in the right
place, though.
p. 29, I didn't have time today to check the audio on this one, but it is
unexpected to me for Mr. Smith to have moved the amendment to Policy Manual
2.09.4, rather than you making that motion. My notes were vague on that
detail, just said that we took up that motion.
p. 32, regarding the Goldstein motion to amend 200202-1, the textual
description of the amendment doesn't fully describe the amendment shown
there. You could either more fully describe the two different struck
phrases or simplify it by saying, "Mr. Goldstein moved to amend as
follows:..."
p. 32, the Harlos amendment to strike "young children" should also include
the "or" so it would be "young children or"
Secretary's Report - at the time you sent v2 of the Secretary's report,
email ballot 200124-1 hadn't yet ended, but it did end before the LNC
meeting began. Under Policy Manual 1.02.6 the meeting minutes should
record various details "of each mail ballot conducted since the prior
meeting" so I believe this email ballot should be reported in these minutes
rather than in the next set.
