[Lnc-business] An article that may be of interest to the members of the Libertarian National Committee

While the presiding officer is to appear impartial during a motion at a 
meeting, the Chair does not lose his rights as a member. It's not 
inappropriate for a member to make a request to the Bylaws Committee.
