I vote no. A total ban on (say) hiring a spouse of a former regional
alternate, or having to fire a staff member who becomes engaged to a
sitting Judicial Committee member, without any ability to waive it,
seems overkill. We'd end up having to repeal the language, which
suggests we shouldn't have to pass it in the first place.
There's also an issue of terms being used in the language without being
defined.
I'm happy to work with the mysterious author to perfect the proposal,
although this week has been a bit busy.
