[Lnc-business] EMAIL BALLOT 220505-1: Amend Policy Manual 2.01

I vote no.

With the base for decisions being "3/4 vote of entire LNC", an
abstention has the same effect as a negative. But members should not
vote on a question in which they have a direct personal or pecuniary
interest not common to other LNC members. The member with a financial
transaction is in the position of either effectively voting nay, or
voting aye when having a direct personal interest.

Reference RONR pages 403 and 407.
