I direct your attention to Section 2 C ("Responnsible recovery")

"For the duration of this order....Local jurisdictions shall ensure that
groups of people greater than ten are not permitted to congregate in any
public space that does not readily allow for appropriate physical
distancing."

Also the order extends order 20-82 which requires all people from NY, NJ or
CT to quarantine for 14 days.
