[Lnc-business] AdHoc Committee Regarding Safety Guidelines for Convention

I'd need to hear the argument that any recommendations from such a
committee could be imposed on delegates by the LNC.  The convention
delegates themselves, however, are much better positioned to approve them
as rules that apply only to this convention.
