Justin,

As Caryn Ann has already noted, this is not a motion to "reconsider" but is
instead a motion to "rescind" which has no constraints on who can move it.

If it were a motion to reconsider, there is only an eligibility requirement
for the mover but not for the seconds, RONR p. 320:
"Must be seconded at the time it is made.  Unlike the making of the motion,
which must be done by a person who voted with the prevailing side, the
seconding can be done by any member regardless of how he voted on the
motion to be reconsidered."
