[Lnc-business] don't miss second part of the rescind motion

Yes, one may do both at the same time.  It's just a particular styling of
an amendment, and we do it all the time.  It's similar to a
strike-out-and-insert in which all the existing text is struck, or similar
to a substitute motion.  However the amendment is styled, it's just
replacing language A with language B.  As I noted a few days ago, Rescind
and Amend Something Previously Adopted are two forms of the same motion.
