We've all received a lot of emails lately, and I'm trying to catch up a
bit. If the ExComm is conducting an email ballot, then the bylaws say 1/5
of the members of the ExComm can co-sponsor the email ballot. With a
membership of 7, only 2 EC members are required, so Harlos and Merced would
be sufficient to start the email ballot.
