[Lnc-business] private delegate email sent out by HQ

Two things,

1) you're a new state chair? Did Victoria resign? I'm lost.

2) How did this happen. If was an accident then let's hear it owned. Of we
aren't sure or it was intentional, we need to explore that a little more.
