[Lnc-business] Appointment of Convention Oversight Committee Chair

I met BetteRose Ryan in Reno at the Not-Super-Bowel party.  We talked 
and she told me about the history of how she began planning LP 
conventions.  How she was able to grow convention participation with her 
local/state affiliate, and she'd been instrumental in doing so for the 
national LP conventions too.

BetteRose Ryan is a good choice.
