[Lnc-business] Appointment of Convention Oversight Committee Chair

I still support the policy manual change.  As it's something that should 
have been done prior to this.

Will add that I do think BetteRose Ryan is a good choice.  She has years 
of convention planning, and many of the current and/or recent COC, 
learned much from her. I can't imagine that she'd not do her best to 
make sure a convention happened.
