[Lnc-business] Request for co-sponsors - change policy manual re appointment of CoC

The Longstreth tweak on the Harlos draft looks good to me, and I am willing
to co-sponsor.

The power to appoint a committee position carries with it the power to fill
a vacancy and the power to remove the appointee.  (RONR p. 177 lines 19+,
but also see RONR p. 497 lines 1-13 for more nuances of removal procedure).

Adopting a policy change such as this does not retroactively change what
happened under the current policy, but if adopted the LNC would then have
the power to appoint/remove as they see fit.
