I've seen enough discussion that makes me think the goal of some is to 
get Mr. Hayes back onto the COC.  Which I do not think is wise at this 
time. I'd thought the purpose of the change of the policy manual was to 
help a future LNC. But, if the purpose is to quickly try to change the 
rules to reverse recent actions, I think that's going to cause more 
problems.
