[Lnc-business] Bad look

The state chairs organize an excellent survey.  The LNC is not consulted
and HQ sends out an inferior one with no provisions for security.

I hope the state chairs take it for the petulant slap in the face it is.

The LNC needs to butt out and let the states be the bottom up leaders.
