[Lnc-business] Appeal of the Ruling of the Chair

Gracias.  I am keeping this open to see if anyone else wishes to join and
to see if the Chair gives guidance on how he prefers to handle if not by
email ballot.  If I do not hear otherwise from him by late night this
evening, I will start a ballot.  The last time we had an appeal the Chair
had it decided by email ballot so I don't believe this will be different
but I want to give him a chance to weigh in.
