[Lnc-business] EMAIL BALLOT 200524-01: Authorize Signing of Orlando Contract

Region 1 has been very split on this issue with many urging to support and
at least as many urging not to support. As a result of the split in the
region and the vote now being moot due to the chair indicating he will sign
and turn in by tomorrow, I change my vote to abstain.

I would like to see and discuss a change to the policy manual for a more
permanent adjustment in our practices. If a future chair becomes
temporarily incapacitated, I do think it important that we have a way to
continue forward on such matters and we shouldn't leave it to a future LNC
to come up with the solution if we see the opportunity now.
