[Lnc-business] requesting copy of countersigned contract

Staff says they do not have. Our chair so far declines to answer if he
defied the LNC and policy manual and forwarded an unsigned contract.
He now has invalidly tried to fill a vacancy over the head of the CoC.
Why does he do these things?
Because he knows this LNC lacks the backbone to do anything about it.
