[Lnc-business] potential proposal, want discussion

Remember that an email ballot CAN end much faster, even in 1 day, if we all
vote rather than waiting for the deadline to pass.

The space we have for our general session can hold a reception for 10,000
people under normal conditions.  COVID-19 limitations are based on % of
capacity, so the regulations could be squeezed down to 10% of total
capacity and we could still meet in this space.  The room bookings so far
imply that we'll have 700 - 800 people credentialed.

By the way, we have now booked over 70% of our room block.  We are in the
middle of the range I said I thought was reasonable based on the COC survey.
