I just received a text message from LPIL State Chair Steve Suess: 

"At this point, only a third of our delegation is attending in person,
and that number is shrinking." 

Then, more people texted that they were not going, so it is certain that
under one-third of the Illinois delegation will be there. 

What happens in Orlando if there is not a quorum of all delegates?
