someone else can cite language confirming this, for the record? -- it seems
dubious to me that it would be proper for Scott to vote on mail ballots in his
second alternate capacity. Second alternates are not listed on the LNC page on LP.org ( http://www.lp.org/lnc-leadership )
and have not, to my knowledge, been allowed to participate on the LNC email lists. If
they can't participate on these lists, then they would normally have no way of
voting in email ballots posted to these lists, and thus for Scott to vote as a second alternate would be taking advantage
of the list access he enjoys due to his position as an alternate, an advantage not available to
other second alternates.

documentation below (thank you, Jim!), I happen to agree with the vote that
Scott cast on this motion, but I do want to make sure that we are conducting
our affairs in a fair and equitable manner. If Scott is allowed to vote as a
second alternate in cases where neither Brett Pojunis nor Audrey Capozzi cast a
vote, then it seems to me that other LNC second alternates should also be
allowed to subscribe to and participate on the LNC lists, and vote in cases
where they may be similarly eligible to do so.
