With this language literally every circumstance can become an "immediate or urgent action".</font></div>

Your motion/resolution does NOT specify criteria to determine what is "incurring harm or losing benefits". These ambiguities make it impossible for me to support your motion/resolution. I can't believe any member would vote for any motion/resolution that has so much ambiguity in it.</font></div>
