action is necessary to reduce or avoid a potential harm or
to gain or enhance a specific benefit. Unless otherwise
specifically excepted elsewhere in this manual, the
Executive Committee shall not conduct business:</b></div>

action, or</b></div>

<div><b>* which could have otherwise been considered by the
entire LNC without potentially incurring harm or losing
