argue that there was de facto racism in the Ferguson Police Department because
the percentage of African-American officers did not reflect the percentage of
African-Americans in the town at large? Are we going to argue that the
police officer who did the shooting overreacted, even though we have no factual
basis to make that claim?<u></u><u></u></span></font></p>

<p><font face="Verdana"><span style="font-size:10.0pt;font-family:Verdana">It is quite possible the officer who shot Mr. Brown committed
second degree murder. It is also quite possible that the officer killed
