<div dir="ltr">I agree with the Doctor on several points. I tend to think it is unreasonable (although I'll stand corrected if I'm wrong) to expect the reading of the minutes of a long session at that very session. We could approve minutes by slight modifications (if any are needed) to our existing rules for automatic approval of minutes.<div><br></div><div>I don't see the value of going in a circle. The problem with the 'raise your hand' feature, though, is that we are anticipating the possibility (at least, I am) of some people wanting to call in via a phone. There have to be means of seeking the floor, rather than being offered the floor constantly. I'm also unclear on how to privilege motions if we're forced to go in a circle. What about motions that require timeliness, and would be out of order once the person seeking to make it is reached?</div><div><br></div><div>I think roll call voting should be as it is currently - required for (to my understanding) original main motions. I think a chair can judge whether a voice vote has passed on a phone call as easily as at the convention (much more easily actually) - and division can always be moved if there is an issue. </div><div><br></div><div>The 'hear and/or see' seems very problematic to me, as the Doctor pointed out. Should someone be allowed to vote if they can't hear, simply because they can see? </div><div><br></div><div>I still say the first question to be addressed is what the purpose of these meetings is. If we intend to actually replace a full meeting with a teleconference, we're looking at a very long phone call. On the other hand, I think a better purpose is for items that we think require the formality of a full meeting with rules of debate, but are too immediate to wait for the next meeting - or even for urgent items that the LNC does not wish to allow the EC to handle.
