<div dir="ltr"><div><div><div><div><div><div>I'll be requesting to add an agenda item for discussion of implementing Document Destruction and Whistleblower policies.<br><br></div>I've
dug through past records and assembled materials for this discussion
(see attached). I don't think we'll be ready to adopt the policies at
this meeting, as I believe we need some review/advice from legal counsel
first, but I have found the draft materials we'll need to restart the
effort where it left off.<br><br></div>It may not have been the first
time, but in July 2013 the outside audit firm recommended that the LNC
adopt Document Destruction and Whistleblower policies. See attached for
their explanation. The Audit Committee chair (Aaron Starr) volunteered
to craft a first draft.<br><br></div>In March 2014 the Audit Committee
report included those drafts (see attached) and requested review/advice
from our legal counsel.<br><br></div><div>Gary Sinawski was our legal
counsel at the time, but he suffered from prolonged medical issues for
many months prior to his death in September 2014.<br></div><div><br></div>In
June 2014 (end of the LNC term) the EPCC placed some whistleblower
language in the employee manual (see attached) and indicated it was a
boilerplate which should be revisited more fully in the subsequent term
with assistance from legal counsel.<br><br></div>EPCC reports since that time have repeatedly recommended that the LNC finalize this process, but we're not there yet.<br><div><br></div>Let's
get this ball rolling again. We have a new legal counsel. With the
pending project to clean out large volumes of old records, it's
