<div dir="ltr">Below are my comments on version 1 of the New Orleans minutes.<br><br>1. On page 6 is the following passage:<br><br>“Mr. Hewitt moved to postpone until a time certain of tomorrow morning to allow members to write up specifically what is to be released. Mr. Redpath seconded. After debate, this motion passed by a show of hands with the required 2/3 vote.”<br><br>A motion to postpone to a time certain only requires a majority vote. A 2/3 vote is only required if the motion makes the item a "special order", and the motion doesn't indicate that it was a special order. See RONR (11th ed.) p. 182, lines 19-24.<br><br><br>2. On page 12 is the following in the first paragraph of the budget adoption section, "He objected to continuing without this information." The word "objection" has a particular parliamentary meaning, in that it is used to prevent adoption a motion without a formal vote. In that instance there is no mention of a motion to continue without that information, so there's no parliamentary significance to objecting to a motion that doesn't exist.<br><br><br>3. On page 16 is the following, “Mr. Goldstein moved that the LNC proceed to a vote on the three potential locations using ranked choice voting. Mr. Marsh seconded.” What was the outcome of that motion? I don't see a vote listed, just that the LNC then did it as if the motion had been adopted.<br><br><br>4. This is just a formatting comment rather than a parliamentary matter, that on page 15, when the final budget is shown, having the provisos in a footnote at the bottom of the page with a different subject in between makes it easy to miss that they are associated with the budget as amended. I suppose this is just a personal preference, but I find it easier to spot the provisos when they're embedded in the text of the minutes directly under the table with the budget numbers. <p>Unless Mr. Moellman used the term "secret session" in his motion on page 6, it should be change to the proper term Executive Session. The LNC has never entered a secret session since that ability is not in the Bylaws of the party.</p>
