EC has authority to change. My reading of the Policy
Manual is that the EC has the authority to move expenses
within the Program Expense area from 70-Ballot Access VR
& Related Exp to 60-Candidate, Campaign &
Initiatives. "</p>
<p>1) Budget<br>
The budget may be amended at any time by a majority vote
of the LNC.31 However,<span> </span><strong>the</strong><strong><br>

amend expense items within one<span> </span><u>budget

</strong><strong>the total expense for that budget area is
not increased.32</strong><br>
The Chair, with the consent of the Executive Committee, is

budget adjustments without LNC approval: 33<br>
• Addition of lines for previously unbudgeted expenses,

exceed 1% of budgeted revenues<br>
• An increase in a line for budgeted expense provided
there is a corresponding reduction<br>
from the contingency fund.<br>
The Chair, without the consent of the Executive Committee,
is authorized to expend up to<br>
$1,000 in discretionary funds within any (rolling) three
month period, the total of which shall<br>
not exceed $5,000 per term unless those expenditures are
later ratified by the LNC. 34</p>
