We violated this sentence almost every other year. Even-numbered year
<br>
budgets include convention revenue, which isn't in the odd-year budgets,
<br>
and can drive the even-year revenues to be above 10% more than the
<br>
odd-year revenues.

Another problem with the sentence is that the submitted budget is
<br>
constrained by the immediate 12 months prior to the date of approval.
<br>
When the Executive Committee is developing the budget to submit, it
<br>
doesn't necessarily know the actual revenue for the month immediately
<br>
prior to approval. For example, the Executive Committee desires to draft
<br>
a budget in October to be considered for the November meeting. Nobody
<br>
will know the actual final October revenues yet. If, for some reason,
<br>
the budget gets delayed to an e-mail ballot, the date of the budget
<br>
approval could be in December, yet the Policy Manual requires the budget
<br>
submitted not to exceed 110% of the actual revenues from December 2018
<br>
to November 2019. We do our best to estimate based on the previous
<br>
months, but it's still an estimate. I guess we could use a Ouija board
<br>
or a TARDIS to get the actual October and November revenues, however a
<br>
TARDIS is expensive even to rent and Ouija have questionable accuracy.

I'll throw this out for word-smithing before seeking co-sponsors. I
<br>
changed "of the budget approval" to " the budget is submitted", and put
<br>
in wording concerning convention revenues.
<br>

<br>

Budgeted convention revenue shall not exceed 110% of the revenue of the
