Dear colleagues:

I hope all is well with you. As you have probably seen by now, I
have sent a message concerning the second ballot for the selection of
the secretary. I am sorry I was unable to send this message sooner. I
took care of this task after returning from a visit to the home of my
parents, where access to the Internet is severely limited.

The voting period for this ballot is scheduled to close as of 12:00
p.m. EST on Wednesday, Feb. 20. As I mentioned in a message on Feb. 6,
one may reasonably construe the Bylaws as implying that the voting
period for a ballot closes as of the moment all LNC members (alternates
not included) have voted. Thus, to allow you the greatest degree of
latitude possible, I intend to wait until roughly 11:50 a.m. EST on Feb.
20 before voting. (Of course, I may not be the last person to cast a
vote.) Please note that if my circumstances change (e.g., I shall be
unable to cast a vote on the morning of Feb. 20 due to other affairs), I
may vote earlier.

As always, thanks for your work for liberty. I look forward to
seeing you at the Chicago meeting, if not before.

     Take care,
     Jim
