The "draft" minutes state:

 

Mr. Vohra moved to delegate to the Executive Committee the authority to
allot the funds raised

to reimburse those who traveled to the LNC meeting on December 7-8 that was
cancelled due to an ice

storm. The motion passed, with 8 in favor and 2 against. Hagan, Hinkle,
Johnson, Lark, Neale, Pojunis,

Vohra, and Wiener voted in favor. Linnabary and Starchild voted against.

 

Allot: to give someone (an amount of something) to use or have

 

That's a verb.  Yes, the LNC did not REQUIRE, but did delegate the authority
to ACT.  The EC can certainly vote to take no action, but I still say the
intent of the motion was for the EC to act.

 

However, in order to alleviate your concerns over LP members money being
spent to reimburse extraordinary expenses, I propose that I reduce the
amount of the disbursement from the Chair's discretionary fund from $1,000
to $727.40 if you agree to ask for nothing.  After all, all of the other
money was freely given by donors for the express purpose of covering these
extraordinary expenses.

 

All you have to say is "that's fine with me", and I will do that, and no one
on the EC can override my usage of the Chair's discretionary fund.

Geoff,

 

            The draft minutes you quoted referred to the authority having
been *delegated*. If Arvin's motion was in fact intended to *require* the
Executive Committee to make the decision, as you suggest, then I hope the
final minutes will properly reflect this. 

 

            Wrapping the matter up this calendar year for
reporting/accounting purposes sounds reasonable, though we could have done
so without kicking the decision upstairs (even if we no longer have that
option).

 

            I still think the plan to spend party funds to reimburse LNC
members' travel expenses stinks, and urge members of the Executive Committee
to do the right thing and vote against any such expenditure.

 

            I'm copying your response below to the other lists to which I
posted my last message, as requested.

The LNC voted to delegate not only the authority, but the duty to decide on
this matter.  As I said before, they can rescind that by a mail ballot.

As to a good reason, the best reasons I can come up with is that some
individuals actually need the money sooner than the two votes necessary to
effect this decision through the LNC would take, and this is a decision that
is best made and effected in this calendar year - for accounting and
reporting purposes.

            I realize we voted to allow the Executive Committee to allot
these
reimbursement funds, but presumably some of the thinking on this was that it
would be easier for a smaller group to work out the details of how the funds
would be divvied up. Now that there is a concrete proposal on the table, is
there any good reason why the LNC as a whole shouldn't vote? Just because
the authority has been delegated doesn't mean the delegated authority must
be used, does it? Kicking this decision upstairs unpleasantly reminds me of
the governmental practice of legislatures appointing civil service
commissions to set their pay, essentially guaranteeing themselves regular
pay increases without the embarrassment of having to vote on the issue
themselves.

            Thanks for answering the question about Steve Linnabary. I
encourage
Steve to submit his request so a little more of this money can be saved by
the party.

passed at the LNC meeting for the EC to make this decision.  As such, it
would take a vote of the LNC to first rescind its decision to delegate this
task to the EC, or to reconsider it, either of which would require a mail
ballot. If that motion passed, then the LNC could vote on this motion.

 

The reason Mr. Linnabary is not listed is that he did not submit a request

for reimbursement. If I missed his request, I would appreciate it being
resent to me, and I will have to alter my motion.

a sum of requested reimbursements totaling $6,102.30; and

reimbursement for travel expenses, excluding baggage fees, and actual hotel
costs incurred at the Hyatt DFW airport for up to two nights at a rate of
$110.88 per night, and parking expenses, resulting in a total eligible
reimbursement amount of $5,859.39; and

 

Whereas there are insufficient funds available to fully reimburse all LNC
members requesting reimbursement;

 

Therefore, be it resolved that reimbursement shall be according to the
following procedure:

 

Each LNC member shall pay the first $100 of their expenses, or the sum of
their expenses that they have volunteered to personally absorb, whichever is
higher.

Each LNC member will be reimbursed for their remaining expenses, up to $810
per member.

All expenses in excess of $910 will be absorbed by the LNC member.

 

Such distribution will result in a total reimbursement of $4,651.46.
