[Lnc-business] Rules for teleconferences

Rules for conduct of any meeting of the Bylaws Committee by teleconference
or videoconference ("e-conference")
1. All participants must have access to the necessary equipment. In
particular, if a member does not have access to videoconference technology,
he must be allowed to participate by teleconference.
2. All participants must be able to simultaneously hear and/or see in
order to participate. A member participating in such a meeting is deemed to
be present in person."
If number one is true, I am not sure what number 2 means. If you are not
going to require participants to have a video camera at their home, are we
still going to require them to be able to receive images from others, or
will we let them participate via telephone only?
The wording above permits participants to be able to see, but not hear.
"5. The Chair shall announce each agenda item in order. Each member shall
be called on (by predetermined order) to speak. The member may speak in
debate, offer a motion, or pass. After each member has had an opportunity to
speak the first time, the Chair shall call upon each member to speak further
in debate, offer a motion, or pass. By unanimous consent, a third
opportunity to speak may be offered. All votes shall be by roll call.
Seconding a motion shall not require recognition, and shall not deprive a
member of the opportunity to speak in the prescribed order."
Now it gets interesting. Do we really want to waste all that time by
calling on every LNC member, just so they can pass?
I assume most videoconferencing systems have a "raise your hand" feature.
I would think that would be the best way to handle when a member wants to be
recognized.
And you can see that all votes shall be by roll call. Heh, heh, heh. So we
will need to have roll-call votes just to extend time by 15 minutes vs. 10
minutes? Yes - I understand some votes could be done by unanimous consent,
but that provision should probably be amended.
"7. At the conclusion of the meeting, the Secretary shall read the
minutes, and the last item of business prior to adjournment shall be
approval of those minutes."
Do we REALLY want to approve the minutes of a 12 hour LNC Session without
getting a chance to read them first?
Remember - Minutes of LNC Sessions can easily run 15 pages or more.
Is there anyone on this board who really thinks that we are going to be able
to have 12 hour LNC Sessions once every 3 months or so?
****IF**** we really think we need to do this, we are likely going to
change our schedule to having a 4 hour LNC Session once every month, or
something like that. If we do that, are we going to require every Regional
Rep to come up with a monthly report for their Region? Will we require
staff come up with staff reports every month?
Be careful what you wish for, because you might get it.
