Dear LNC:
I have to admit this was not easy. It took me 4 phone calls, including a 10
minute phone conversation with the Public Information Coordinator of the
Elections Division at the County Clerk's office, to verify this information.
As best as the PIC could tell, ALL of the positions on the boards of these
special districts are elected:

SO - IF I LIVED IN TRAVIS COUNTY:
I would look at all of the election results for the past 8 years, and see
which special districts had any election at all during that time period. If
they did, those would be the districts that I would NOT concentrate on.
Then, I would look at the districts on the traviscountytax.org web page
listed above and go the web sites of each of the districts that did not have
at least one election in the past 8 years. I would find out when they are
**supposed to** have their elections, and find out how to file candidates
for said elections. That might require a phone call or a visit to the
district's office. If someone in Travis County did this, I feel pretty
certain you could elect at least one Libertarian to public office by default
by December 2016.
This is not to say that I would not "permit" a Libertiarian to run for
office in a special district that has had elections. If the district is
small enough, it is quite possible that a few thousand dollars, and a lot of
precinct walking, might be enough to win the election.
As I said before, I am willing to undertake such a project in my own county.
It would be neat if LNC members would pass along this "challenge" to their
state chairs to see if other LP county affiliates are willing to take this
challenge.
