Lobbying for a single bill is not that expensive. Every state is 
different, what would cost $500 in NH may run $5,000 in NY. I wouldn't 
expect to be able to lobby in every state, but there will be 
opportunities and it would be nice to be able to give those bills a 
fighting chance.

This sounds like good affiliate support. I'd like to train affiliates to 
do their own citizen lobbying to reduce the need for paid lobbyists.
