I am no FEC expert, but I'm pretty certain that #2 is not legal if the
state affiliate is not an FEC-filer. The national party can ONLY receive
federal funds, which means only FEC-filing affiliates could send money to
national.
Obviously, step 1 is to make inquiry with Paula Edwards about what legal
options are available to us.
