[Lnc-business] Fall/Winter meeting dates and location

I'm not saying it's not possible to have the budget meeting that early.
I'm just saying it's less optimal than doing it later in the year when we
have more data to work with.

There's another option here that we could consider.  We'll presumably have
another LNC meeting in Spring of 2016.  We could do a Dec 12-13 meeting in
another city, and then have the Spring meeting at the Rosen Centre in
Orlando.
